The Welfare State

So the term "welfare state" is quite the buzz term lately it seems.

While there are plenty of arguments for and against, I have an issue with taking either side. Its simply that it has already been framed in such a way that welfare is the issue.

What has struck me time and time again however is that if we had more equality of wealth distribution, wouldn't it largely negate the need for a "welfare state"?
